Position Summary

Under direct supervision the Manager of Washoe Utility is responsible for planning and implementing all facets of the day-to-day operations and maintenance tasks to keep the utility’s extensive water delivery, wastewater disposal, and administrative office systems fully functional, as a working Manager/Operator with a small staff. Maintains confidentiality of all privileged information.
Minimum Qualifications
  • High School Diploma or GED and six years experience in plumbing and electrical systems, which included two years of supervisory experience in the operation and maintenance of water supplies and wastewater disposal; or equivalent combination of education and experience.

  • Must obtain a Federal and Regional certification within one year.

  • Must possess California or Nevada driver’s license or capable of obtaining one within thirty-days (30) of employment.

  • Must be able to be insurable by the Tribe’s Driving Policy.

  • Must be able to successfully pass a pre-employment drug/alcohol screen and background investigation.

  • Preference given to Qualified Indians.

Essential Duties & Responsibilities
  • Provides direction of office functions and staff in operations of water collection, treatment, pumping, storage and distribution, concurrent with those of water collection, pumping and treatment facilities.

  • Ensures routine monitoring and prevention/corrective maintenance of facilities pumps with electric motors, filters, clarifiers, valves and associated instrumentation.

  • Repairs main breaks with personal operation of repair equipment.

  • Completes small construction projects and orders related tools and supplies.

  • Prepares budgets for the review of the Utility Board.

  • Writes operating procedures and maintenance schedules.

  • Prepares reports of fieldwork progress.

  • Keeps leadership and other departments informed of status of activities and of significant events and problems by attending meetings, submitting reports and meeting individually as necessary.

  • Ensures safe working conditions and practices.

  • Evaluates the O & M field and office personnel for performance.

  • Removes snow and clears debris around Tribal member’s homes.

  • Operates various heavy equipment for utility lines & repairs, clearing debris, repairing leach lines, erosion problems and digging gravesites.

  • Complies with regulatory agency water/wastewater monitoring, testing and quality.

  • Participates in the development and implementation of the code, goals, objectives, policies and priorities for the utilities department; identifies resource needs; recommends and implements policies and procedures.

  • Forecasts additional funds needed for staffing, equipment, materials and supplies; directs the monitoring and approval of expenses, recommends adjustments if necessary.

  • Coordinates utility maintenance activities with those of other departments and outside agencies and organizations.

  • Attends and participates in professional, management and group meetings; keeps updated on new trends and innovations in the field of utilities operation and maintenance.

  • Inspects completed work to ensure compliance with adopted codes and specifications, consults with engineers as needed.

  • Participates in the most complex duties including troubleshooting problems, testing system efficiency and operating the Security Control and Data Acquisition system (SCADA).

  • Serves on the Emergency Management Incident Command structure as assigned.

  • Performs other duties as required.

  • Knowledge of traditional form of government and tribal customs and traditions.

  • Knowledge of the functions and structure of Washoe Tribe.

  • Knowledge of applicable federal, state, county, and local laws, regulations, and requirements.

  • Knowledge of the principles of water resources.

  • Knowledge of business English, proper spelling, grammar, punctuation, and basic arithmetic.

  • Ability to communicate effectively in the English language both verbally and in writing.

  • Skill in preparing, reviewing, and analyzing operational and financial reports.

Physical Demands
  • While performing the duties of this job, the employee regularly is required to use hands to finger, handle, or feel; and reach with hands and arms. The employee frequently is required to stand; walk; climb or balance; stoop, kneel, crouch, or crawl; climb or balance; talk or hear; and taste or smell. The employee occasionally is required to sit. The employee must occasionally lift and/or move up to 100 pounds.

Work Environment
  • Work is regularly performed both indoors in an office setting with a moderate noise level and outdoors where exposure to natural weather conditions and various dusts and mists may occur. Prolonged standing and walking may be on uneven surfaces or unstable ground. Situations where safety-toe shoes, safety goggles, gloves, protective face shields, or hardhats are needed may occur. Evening and/or weekend work may be required. Travel may be required for training, meetings, conferences, presentations, and other events.
