Position Summary

Under direct supervision the Senior Manager of Program Compliance is responsible for overseeing program compliance, analyzing and evaluating Native TANF State and Federal Policy and program development strategies. Maintains confidentiality of all privileged information.
Minimum Qualifications
  • Bachelor’s Degree in Business Administration, Public Administration and five years professional experience in legal review, statistical analysis and community development; or equivalent combination of education and experience.

  • Must have supervisory experience.

  • Must possess and maintain a valid California or Nevada driver’s license or capable of obtaining one within thirty-days (30) of employment.

  • Must be able to be insurable by the Tribe’s Driving Policy.

  • Must be able to successfully pass a pre-employment drug/alcohol screen and background investigation.

  • Preference will be given to Qualified Native American Indians.

Essential Duties & Responsibilities
  • Assists in the development, implementation, and enforcement of Native TANF Policies, Tribal Policies, State and Federal regulations.

  • Ensures compliance with data reporting, procurement, contracting and other requirements of the funding agencies.

  • Assists with the review of Native TANF program projects.

  • Analyzes problems in terms of management information and conceptualizes and defines the problem and recommends solutions.

  • Monitors compliance with data reporting requirements and evaluates implementation and effectiveness of program planning.

  • Assists in the design of staff training related to program goals.

  • Supervises administration of contracts and grants.

  • Tracks contractual and regulatory deadlines, distributes critical communications, and follows up regularly with Legal, Finance, Tribal Council and Personnel.

  • Supervises maintenance of comprehensive and current tracking of all contract documents requiring signatures and facilitates the timely collection thereof.

  • Gathers, assembles and provides documentation for contract milestones and closure.

  • Performs other duties as required.

  • Knowledge of applicable federal, state, county, and local laws, regulations, and requirements.

  • Knowledge of business English, proper spelling, grammar, punctuation, and basic arithmetic.

  • Knowledge in program analysis, program evaluation, and outcomes management.

  • Ability to supervise assigned staff.

  • Ability to communicate effectively in the English language both verbally and in writing.

  • Ability to establish and maintain professional relationships with individuals of varying social and cultural backgrounds and with co-workers at all levels.

Physical Demands
  • While performing the duties of this job, the employee regularly is required to sit; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee frequently is required to walk. The employee occasionally is required to stand; and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds.

Work Environment
  • Work is generally performed in an office setting with a moderate noise level.

  • The Washoe Tribe of Nevada & California requires a background check of each new hire for employment purposes. Therefore, all conditionally offered positions will be subject to the following:
